The 2025 admission cycle for MBBS and BDS courses in Haryana has entered a crucial phase. As the third round of counselling under the All India Quota (AIQ) and state quota comes to a close, students, parents and colleges alike are closely watching for the update on seat resignations, up-gradation and subsequent mop-up/stray vacancy rounds.
The MCC for NEET UG 2025 has declared the final allotment for Round 3.
For Haryana’s state counselling under Department of Medical Education & Research, Haryana (DMER Haryana) / Pt. B.D. Sharma University of Health Sciences, Rohtak (for state quota) the schedule for Round 3 included registration/choice filling from 7–21 October, seat allotment result on 24 October 2025, tuition fee deposit 24–30 Oct, document verification 31 Oct-2 Nov and last date of joining 3 Nov.
Many candidates who held seats in Round 2 and earlier are now either accepting allotments in Round 3, upgrading seats or resigning their earlier allotment, which leads to seat vacating.
When a candidate who was allotted a seat in an earlier round (Round 1 or Round 2) decides either:
not to join the allotted college, or
to resign the allotted seat in order to upgrade in a subsequent round (Round 3 or mop-up),
that seat becomes vacant. Vacant seats are then offered in further rounds (mop-up/stray vacancy) and affect the overall seat-matrix.
For example, candidates who were allotted a seat in Round 2 either joined or did not. If they had joined but opted for upgradation in Round 3, the earlier seat becomes available. If they resign, similarly the seat opens. That means there are additional seats for new/all other participants in later rounds, which benefits aspirants looking for admission.
Check your allotment result
Visit the official portal of DMER Haryana / UHS Rohtak counselling site (e.g., uhsrugcounselling.com) and verify whether you have been allotted a seat in Round 3.
Deposit provisional tuition fee by the deadline (24–30 Oct in Haryana for Round 3) to secure the seat. Failure to pay may result in forfeiture.
Complete document verification (31 Oct–2 Nov in Haryana) and download the provisional admission letter (31 Oct–3 Nov).
Report to the allotted institute by the last date (in Haryana case: 3 Nov) to join the course. If you fail to do so, your seat is liable to be cancelled and vacated.
Track the mop-up/stray vacancy round
The MCC has announced revised schedule for the Stray Vacancy Round (central AIQ/Deemed) with registrations from 4–9 Nov, choice-filling same period, allotment result 12 Nov, and reporting from 13–20 Nov.
For Haryana state quota, stay updated on notifications for any mop-up or state-vacancy rounds (for vacated seats due to resignations).
If you are upgrading
If you held a seat earlier and opted for upgradation in Round 3, ensure you understand the implications: you may lose your earlier seat if you don’t accept the new allotment, or if you don’t join the new seat.
Resignations and upgradations contribute significantly to the availability of extra seats — this is a second chance for many.
Timely payment of fees and reporting are absolutely critical — missing deadlines leads to loss of seat.
Keep documents ready and monitor portals daily for updates because schedules are tight.
Aspire to fill choices carefully: even if you have a seat, upgrading should be weighed against risk of losing confirmed seat.
For those not yet allotted, the stray-vacancy/mop-up rounds offer a final opportunity — but you must register, lock choices and watch for allotments.

Candidates must act swiftly: pay fees, complete verification, join institutes or explore mop-up options.
