Every state has its own set of rules and regulations for the grant of certificates. This certificate allows a person to enjoy his/her rights of living in that particular state. For Punjab, the certificate is issued only to a person who is a permanent residence or their parents are permanent residence of Punjab. A person can apply through online mode or offline mode for this certificate. While applying a person may need documents like an Adhar card/Pan card, Passport size photo, Proof of address like electricity bill, etc. For an online application, a person can visit the official website of the state and browse through the website for the desired service. In Punjab, the certificate is granted by the Tehsildar at Revenue Department. This whole process requires 15 days of working.

This rule allows the state to reserve 85% of seats for the native students of the state. The remaining 15% of seats are reserved for non-native students or the students taking admission through the management quota.
