Following that, doctors continued to want a standard wage scheme, while MBBS students from private colleges proceeded to worry about not earning gratuities from their parental institutes. However, the ultimate health regulator has failed to address the problem.

 

Dr. KV Babu, an RTI activist, sought information on the matter earlier this year in his RTI proposal submitted in January 2022. He especially inquired about the MCI notification dated January 25. Former health regulator Apex addressed the subject of paid allowances at private colleges in 2019 and noted that the Board of Governors, which replaced the Medical Council of India, is considering inserting some rules in the Higher Medical Education Regulations, 1997.

 

According to the provisions of the notification, all candidates who complete the necessary rotating apprenticeship at the institute where the MBBS course was completed will get an allowance equal to the amount provided to residents by the state government. A central government medical institution located in the jurisdiction of the state/union in which it would be located.

 

While public notice for equal benefit is accessible in the NMC filings, the healthcare regulator provided advice in the RTI response: In this connection, they noted that despite all attempts, no previous records/records connected to the student’s RTI request were found.

 

Meanwhile, the NMC UG Medical Education Board published a Draft Rule on the Mandatory Rotation Rule, in 2021 last year. In terms of allowances, the proposal stated that all interns would be paid an amount determined by the relevant fee-fixing organization pertaining to the academic facility. /university/state.

 

NMC solicited feedback by making the manuscript available to the public. As a result, Dr. Babu, an ophthalmologist/RTI located in Kannur, offered his thoughts on the topic through email on May 24, 2021.

 According to The Hindu, Dr. Babu’s proposal for clause 6.3 is as follows: “All applicants who pursue a mandatory rotating internship in the institution where the MBBS course was taken will receive an amount equivalent to the student pay of the State Government Health Service / Central Government Health Authority of the State / Union Territory where headquarters.”

 

The NMC, however, disregarded its concerns and released the regulations in the Official Gazette on November 18, 2021. Dr. Babu then filed the ITR on April 12, 2022, and inquired the NMC if he had gotten his opinion. As a result, on April 29, Apex, the health authority, acknowledged that his remarks were received.

 

Dr. Babu also requested any opinions received on this clause in another RTI. He was told that he was the sole comment received about the clause. NMC also stated that it had gotten 11 comments on additional terms, which were included in the final statement. According to The Hindu, the Union Health Ministry has now referred Dr. Babu’s representation requests and RTI to the NMC for “required action.” In reality, the Ministry of Health requested that NMC give information to Dr. Babu directly.

 

Meanwhile, commenting on the subject on a daily basis, Dr. Babu stated that if the administration does not add its remarks, he intends to file the appropriate notification for judicial review.
